When is a Commercial EPC not required
Listed Buildings
There has been some confusion in the past over listed buildings and a EPC requirement. To clarify on this point, a listed building is NOT exempt from an Energy Performance Certificate.
A listed building can still be uprated to a degree with the following steps.

LED lighting to replace existing lighting.

New high efficiency boiler to replace existing.

Electric boiler to replace existing.

Electric room heaters to replace wet system.

Destratification fans should ceiling height be excessive.

Mineral wool insulation to roof void should crawl space be sufficient.
All of the above methods shall not affect the existing shell of the property, or any internal walls. Although you may not be able to uprate the building fabric of the property you can still increase how efficiently the building uses its energy.
Commercial EPC Exemptions
A commercial EPC is not required for the following sites

A place of Worship
-
Agricultural storage
-
A unit that is less than 50SqM and not adjoined onto any other premises
-
When demolition is scheduled
-
A temporary building that shall last no longer than 2 years
A place of Worship.
This is defined and any building that has a dedicated place of worship within the building equal to or larger than 25% of the total size of the property. Typical buildings such as mosques, churches, synagogues etc..
Agricultural Storage
This is defined as to portal framed building with no office or toilet space within. Should either a toilet or office be present then this would automatically trigger an Energy Performance Certificate.
A unit that is less than 50SqM
This is defined as any unit that is less than 50SqM, however it is important to note that should any part of said property be connected with a party wall then an Energy Performance Certificate shall be triggered
When demolition is scheduled
Should a unit be scheduled for demolition then the EPC shall not be required. However proof of said demolition must be made available.
